The Reese and Community Vol. Fire Company will proudly display this picture in our fire station. We look forward to our continued partnership and working with Pierce Manufacturing and Atlantic Emergency Solutions in the future. Also, on behalf of the membership of the Reese and Community Vol. Fire Company, Assistant Chief James Love presented "Rosie" (Bob Rosensteel) with a "cheese head" style fire helmet with the names of the New Engine Committee Members written on it. Pierce Manufacturing is located in Wisconsin and the "cheese head" is synonymous with that region. Also presented were 2 pictures of "Rosie" with the new Engine 91 in front of the Pierce Factory. We look forward to hopefully working with "Rosie" again in the future. Thanks to Pierce, Atlantic Emergency Solutions and all the members of Reese who worked tirelessly on the New Engine project. The incident occurred just after noon Wednesday when a fuel tanker, owned by Westminster-based Bosley Oil, Inc., struck a Buick just in front of the Royal Farms store on Md. 140 near Bethel Road, causing the tanker to overturn crossing an embankment and coming within feet of striking active gas and diesel fuel pumps, also well as a propane hauler that was parked in the lot of the Royal Farms. How it got in there, it's purely a miracle that it didn't strike an active fuel pump and cause an explosion," said Lt. Jim DeWees, commander of the Westminster barrack of the Maryland State Police. "If you would've looked at it, you would've thought it unloaded the gas there and it made a U-turn and overturned," he said. "It's just enough room, literally, to get that fuel tank on its side. "Minus the environmental impact, this could've been a lot worse." Police said the fuel tanker, driven by Richard Donald Eckard, 62, of Taneytown, was traveling west on Md. 140 through the intersection at Bethel Road when the car driven by Carl F. Frock Jr., 79, of Westminster, made a left turn in front of it. Eckard was unable to avoid striking the Buick by steering to the right, police said, and went off the roadway into the parking lot of the Royal Farms, turning on its side. The drivers of both vehicles were taken by the University of Maryland Shock Trauma Center in Baltimore. Eckard was discharged at 5:30 p.m. and Frock was listed in critical condition at 7 p.m. Wednesday. The fuel tanker struck a large sign in the parking lot which pierced the front chamber of the fuel tanker holding about 8,000 gallons of diesel fuel. Some of the fuel spilled into the drainage system at the rear of the store, police said. Md. 140 was closed for nearly two hours while police and other state and local agencies responded to the incident. Area businesses were evacuated by first responders until the area was deemed safe. MDE and state troopers were continuing to work at the scene as of 3 p.m. Wednesday and were expected to be there for several hours until the tanker is removed. "Getting tanker out of the parking lot is going to be pretty intricate," DeWees said. Once removed, state police's Commercial Vehicle Enforcement Division will conduct a full inspection of the tanker. Troopers are still conducting their investigation to determine who was at fault. Engine 92 responded with 3 and Engine 134 also responded. While en route, dispatch advised Engine 92 that they had received several calls that the car was burning next to an oil tank. Engine 92 arrived to find the automobile fully involved approximately ten feet from an oil tank and commercial building. The crew from 92 make a quick offensive attack pushing the fire away from the building and tank. Engine 134 arrived shortly after the attack was commenced and assisted the crew from 92. A quick knock was made and the units operated on the scene for approximately 30 minutes for clean up. Thanks to 48 hours of persistent, heavy rain, river and creek water levels started to rise and flooded roads throughout Carroll County. Medic 99, Medic 139, Rescue Squad 9, Boat 13, Dive 13 and Engine 134 all responded to the initial call. Medic 99 arrived and advised that there was water covering the roadway with substantial depth to it. A pick-up truck had attempted to traverse the dangerous waters and was subsequently carried off the road, stranding the driver in his truck. Luckily, the driver had not yet reached the deepest part of the surge. Rescue Squad 9 arrived and established command. Fortunately, the driver was able to self-mediate his predicament. Command then cancelled the assignment and placed all units in service. Units operated on the scene for about 15 minutes before returning to quarters. ______________________________________ It is times like these that we are reminded of how dangerous flood water can be and what kind of hazards it can pose to travelers. We remind all drivers, NEVER attempt to cross any standing or moving water that covers a roadway. The depth of the water is not able to be determined and the driver will become stranded. Brush 95 was in the area and picked up the call. Brush 95 was the first arriving unit, confirming the location - Eastbound 140 prior to Malcom Drive and upgrading the PI to multiple patients with one trapped - also requesting a second transport. Engine 33 arrived shortly after Brush 95, stabilzing the car, pulling a handline and begining the rescue. Crews from 95 and 33 worked to remove the driver's door and roof of the car to gain access to the trapped patient. Rescue Squad 9 and Utility 9-1 also responded on the call and assised with flapping the roof and removing the patient. The pt was extricated in approx. 15 minutes. Ambulance 37 transported 2 priority 3's to CHC for evaluation and Paramedic 38 handled 1 priority 2 to the CHC landing pad for transport by Trooper 1 to Shock Trauma. Units began to go in service within the half hour. Members of the Reese & Community Volunteer Fire Department as well as members from the other Volunteer Fire Departments will be participating bringing staff and equipment to the Ceremony. The event will be held at 1 pm by the fountain in the front of the Carroll County Office Building at 225 North Center Street. Shortly there after, the incident was re-dispatched and Rescue Squad 9 was added to the call after one patient had been reported to be trapped. Chief 6-1 called on the scene within minutes, advising that the incident was indeed a working rescue. Chief 6-1 also requested aviation for the trapped patient and established command. Rescue Squad 9 arrived and promptly stabilized the vehicle and began extrication. Station 9 was then alerted to set up the landing site behind Station 9. The patient was extricated and flown to Shock Trauma via Maryland State Police Trooper 3. Units operated on the scene for approximately 40 minutes before returning to service. Duty 9 arrived first on the scene and advised that it was a single car into a telephone pole. The vehicle had gone off the roadway and struck a telephone pole, breaking it in several places. Medic 99 started patient care and the crew from Rescue Squad 9 directed traffic and cleaned up debris from the accident. "Because of the questionable integrity of the telephone pole, Rt. 32 will be closed in both directions," said Duty 9. Medic 99 transported a priority to patient to Carroll Hospital Center. Units operated on the scene for approximately a half an hour before returning to service. Engine 91 responded along with units from Westminster, New Windsor, Pleasant Valley, and Union Bridge. Duty 3 arrived first on the scene and advised that they had a 50 foot by 50 foot barn that was fully involved. Duty 3 established command and the operation to extinguish the fire commenced. Upon Engine 91's arrival, command requested that they move to side charlie and assist with controlling the fire. The fire was placed under control and was reported out within the hour. Engine 91 operated on the scene for an hour and a half before returning to service. The Carroll County Sheriff's Office arrived and confirmed that there was no one trapped in the vehicle and advised that the victim only had a minor superficial wound. Medic 99 and Rescue Squad 9 responded and upon arrival found a Jeep that had overturned. The patient had self extricated and was met by the medic crew. Medic 99 obtained a refusal and both units returned to service in less than a half hour. The 4 members were given a tour of the factory that afternoon before getting to work on Wednesday discussing the plans. On Thursday morning, discussions had completed and a tour of the IPP (Industrial Park Plant) was given. The IPP is where all aerials, rescue squads and Airport Crash Rescue trucks are manufactured. Shortly after dispatch, the incident was upgraded to a rescue with entrapment and Rescue Squad 9 was dispatched. Medic 99 arrived and confirmed that there was a working rescue. A large truck had collided with a pickup truck in the intersection trapping the driver of the pickup truck inside. Westminster Engine 33 was added to the call to assist the units on the scene. Upon arrival, the crews from Rescue Squad 9 and Engine 92 began stabilization and extrication. Engine 33 arrived, pulled a hand line and assisted with the extrication. The patient was extricated within 20 minutes of arriving. Paramedic 99 transported the patient to Sinai. Considering the amount of damage sustained from the vehicle, the patient was not seriously injured. Units cleaned up the scene and returned to service within the hour. The vehicle had struck a telephone pole, went off the roadway and caught fire. Engine 92 stretched a line and extinguished the fully involved van while Medic 99 handled one patient out of the vehicle not trapped. Thu, 09 Jun 2011 02:38:24 GMT http://www.reesevfc.org/apps/public/news/newsView.cfm?News_ID=191 Crash Survivor Pens Book on Recovery, Praises Rescuers http://www.reesevfc.org/apps/public/news/newsView.cfm?News_ID=190 By Carroll County Times Staff Writer: Peter Panepinto While traveling west on Md. 140 to her Eldersburg home after work Oct. 3, 2000, Eileen Rudnick was struck head-on by a speeding pickup traveling east near Old Gamber Road. The pickup wound up on top of her vehicle, crushing it. Not even a second later, an SUV crashed into the rear of Rudnick's vehicle. Rudnick, now 59, can't remember the accident because she suffered severe traumatic brain injury. She only knows what she's read in the investigation report. Rudnick presented the Reese Volunteer Fire Company with a signed copy of her book, "The Glass Between Us," Tuesday night at the company's headquarters. The book is a step-by-step chronology of her recovery, starting with the collision, through her time in coma and rehabilitation and concludes with her life after recovering from the brain injury. The book, published by Apprentice House, was released March 1. Rudnick has a special place in her heart for the company and the EMS workers who saved her life that night, which she wrote about in the book. "Without them, I wouldn't exist anymore," Rudnick said. "There would be no book, because there would be no me." She wrote the book because she wanted to share what it's like to live with and recover from a brain injury because it's prevalent and common, Rudnick said. Rudnick cannot remember anything that happened 12 hours before the crash or anything that happened two weeks after the crash. But though she has no recollection, Sam Mann said he remembers the day like it was yesterday. Mann, then 39, was the first EMS to respond to the call. He saw that Rudnick wasn't breathing well and she had serious head trauma, so he immediately called for a helicopter. Mann stabilized her head so she could breathe as other Reese workers extricated Rudnick from the crushed vehicle. She was then flown to the University of Maryland Shock Trauma Center. "I was going to the car, and I saw Eileen," Mann, now 49, said, "and I thought 'This isn't your typical call. This is where every second counts.'" And a few seconds made the difference. A doctor told Rudnick if Mann hadn't called in for a helicopter, she wouldn't have lived, Rudnick said. After waking from a weeklong coma, Rudnick said she felt like an infant. She had to learn how to sit up, walk, talk and eat solid food again. She even had to learn how to stay awake for more than five minutes at a time. "Everything that an infant has to be taught, I had to learn over again," Rudnick said. Rudnick is now a full-time English student at Carroll Community College in Westminster. She maintains a 4.0 GPA, is a member of two different honor societies and she's a tutor in math and writing. She visits Mann and other Reese officials each year at the Reese Fire Company's Annual Carnival. The fire company sees a fair amount of tragedy, especially through accidents, said Joe Spangler, President of the company. It's an amazing feeling to know someone lived through such a challenging experience, he said. "When someone saves a life, it's the ultimate reward in our business," Spangler said. Driving in the winter means snow, sleet and ice that can lead to slower traffic, hazardous road conditions, hot tempers and unforeseen dangers. To help you make it safely through winter, here are some suggestions from the National Safety Council to make sure that you and your vehicle are prepared. Weather At any temperature -- 20° Fahrenheit below zero or 90° Fahrenheit above -- weather affects road and driving conditions and can pose serious problems. It is important to monitor forecasts on the Web, radio, TV, cable weather channel, or in the daily papers. Your Car Prepare your car for winter. Start with a checkup that includes: Checking the ignition, brakes, wiring, hoses and fan belts. • Changing and adjusting the spark plugs. • Checking the air, fuel and emission filters, and the PCV valve. • Inspecting the distributor. • Checking the battery. • Checking the tires for air, sidewall wear and tread depth. • Checking antifreeze levels and the freeze line. Your car should have a tune-up (check the owner's manual for the recommended interval) to ensure better gas mileage, quicker starts and faster response on pick-up and passing power. Necessary Equipment An emergency situation on the road can arise at any time and you must be prepared. In addition to making sure you have the tune-up, a full tank of gas, and fresh anti-freeze, you should carry the following items in your trunk: • Properly inflated spare tire, wheel wrench and tripod-type jack • Shovel • Jumper cables • Tow and tire chains • Bag of salt or cat litter • Tool kit Essential Supplies Be prepared with a "survival kit" that should always remain in the car. Replenish after use. Essential supplies include: • Working flashlight and extra batteries • Reflective triangles and brightly-colored cloth • Compass • First aid kit • Exterior windshield cleaner • Ice scraper and snow brush • Wooden stick matches in a waterproof container • Exterior windshield cleaner • Ice scraper and snow brush • Wooden stick matches in a waterproof container • Scissors and string/cord • Non-perishable, high-energy foods like unsalted canned nuts, dried fruits, and hard candy. If You Become Stranded... • Do not leave your car unless you know exactly where you are, how far it is to possible help, and are certain you will improve your situation. • To attract attention, light two flares and place one at each end of the car a safe distance away. Hang a brightly colored cloth from your antenna. • If you are sure the car's exhaust pipe is not blocked, run the engine and heater for about 10 minutes every hour or so depending upon the amount of gas in the tank. • To protect yourself from frostbite and hypothermia use the woolen items and blankets to keep warm. • Keep at least one window open slightly. Westminster Fire Department spokesman Robin Stansbury said Westminster, Reese, Hampstead and Manchester fire departments were the first to respond to the scene. Stansbury said there was an initial issue with the water supply and that it took about 30 minutes to establish a consistent water source. A male, 14, and female, 17, evacuated the house and called 911, their uncle Chad Cockey, of Westminster, said. Their parents, Scott and Heather Steert, were out of town during the fire, Cockey said. One firefighter was injured at the fire with minor burns and taken to Carroll Hospital Center for a routine check-up, Stansbury said. Westminster Fire Department President Robert Cumberland said additional fire equipment came from Baltimore, York, Pa., and Adams, Pa., counties and firefighters are currently cleaning up and verifying the fire is out. He said 45 pieces of fire equipment assisted in extinguishing the fire. The amount of damage to the home is unknown at this time. Crews were called to the fire in the 2800 block of Benson Road at 11:38 a.m. The one-alarm blaze drew 60 firefighters from a number of fire companies in Carroll and Baltimore counties. Winfield, Gamber, Reese, Sykesville, Hampstead, Westminster and Manchester responded from Carroll County, as well as Reisterstown, Franklin and Arcadia from Baltimore County, said Gamber Fire Company spokesman Clay Myers. Investigators believe the fire started in the rear of the house, which suffered the most significant damage, Deputy Chief State Fire Marshal Allen Gosnell said. According to a release from the fire marshal's office Tuesday afternoon, it started in a patch of mulch and pine needles next to the home's back porch. According to the release, the fire caused an estimated $500,000 in damage to the house and $250,000 in damage to its contents. The home's owner, listed in the release as Michael Bowers, his wife and three children were in the house when the fire started, Gosnell said. He said Bowers initially helped fight the fire with a garden hose and continued to assist when the first fire crews arrived. Crews at the scene used a ladder truck to cut holes in the home's roof to get access to the fire. Meanwhile tanker trucks and other equipment lined up along Deer Park Road, where firefighters set up a large temporary tank to hold extra water. Because of a lack of fire hydrants in the area, the tankers shuttled water to one main truck, which pumped it through a hose running down Benson Road to the fire scene, Myers said. The fire marshal's release listed the fire's cause as accidental. No one was injured in the incident.
